TI's MSP430 is worth investigating. They have an app note originally
called "MSP430F149 easyWeb - embedded web server with free TCP/IP
stack written in C"

The MSP430F149 sells for about $6, the ethernet controller for less
than $10, PCB for $12.95, magnetics, crystal, etc shouldn't be too
