TI's MSP430 is worth investigating. They have an app note originally
called "MSP430F149 easyWeb - embedded web server with free TCP/IP
    stack written in C"

The app note can be found here:
    http://focus.ti.com/docs/apps/catalog/resources/appnoteabstract.jhtml?abstractName=slaa137
Docs for 4-layer version of the board can be found here:
    http://www.elektroniknet.de/d&e/extraheft/dateien.htm
A 2-layer version of the board is available here (check under Price
    List):
    http://www.olimex.com/dev/
A gcc toolset can be found here:
    http://mspgcc.sourceforge.net/

The MSP430F149 sells for about $6, the ethernet controller for less
than $10, PCB for $12.95, magnetics, crystal, etc shouldn't be too
    much.
